Sustainable tourism development must consider the elements and principles of sustainable development based on three aspects: economic, social, and environmental. This means practical and long-term economic benefits must be ensured for all participants, with respect and protection of the authenticity of social culture and heritage as well as values of transmission. system and towards optimal use of environmental resources, conservation of natural heritage.
1) Delimit tourist areas and organize oriented tourism (Eco-cultural tourism):
- Sports practice (mountain practice, walking, horse riding, cycling)
- Spiritual Practices (Spaces of Meditation, Celestial Observatory of the Stars)
- Practices of thermal cures, sanatorium, convalescences (good air, healthy water, medicinal plants)
2) Set up a profitable alternative agriculture (breeding of salmon, bees, medicinal herbs ...).
- Create a label for high altitude rice and control its marketing by adding value.
- Massive planting of trees to organize a cutting line and expand the biosphere reserve

Program

The objective of the project is to offer a unique “destination” in Vietnam.

A destination where the geographical, natural, climatic and human heritage is more strongly revealed than elsewhere.

At the borders of the country and next to China, also at a high altitude, the destination is reserved for travelers with financial means and / or time.

PRIORITIZE ACTIONS:
I – Create untouched areas of conservation protection: primary forests and sacred forests, cliffs with waterfalls, green belts. Define national and regional natural park protection perimeters.
II – Put in place a new master plan opening the active participation of the inhabitants, and create an independent governance that protects the territory: (observatory type of coastline in France, National Park, CAUE).
III – Control the development of the transport network and prohibit car access to certain areas considered as heritage. Control the current road network (is it really necessary?)
IV – Organize a built densification of the villages and avoid crumbling the new buildings on the splendid landscape. Control the urbanization and identity architecture Hani with the implementation of an architectural and landscape charter of the regional park type.
V – Create a school of training of specific sectors on the techniques of building earth and wood carpenters + reinforcement of the education of the ecology in the schools. (In relation with Craterre craterre.org)
VI – Establish an environmental approach: control solid waste. (World Bank in NGOs already present) and
their treatments. Control village wastewater (micro station). Creation of micro electric energy station
(micro dam) to avoid the creation of passage of high voltage lines.

The realization of new roads will involve new practices.

The agricultural economy in the rice field is not going to resist the change towards more productive and intensive crops for any longer.

The economy of tourism does not yet destroy the identity of the territory (compared to Sa Pa), but it is still in close danger and the threat poses the question for the coming decades.
